Very nice ornate cast iron cased scale. Uses half roberval system with spring. Motion transfer to the pointer by a rack and pinion. Text on the dial "Salters WIRTHSCHAFTSWAAGE"
Weigh up to 16 Kg. The dial is brass. The load pan is made of tin ( removed for the picture ). 
That is a SALTERS for the German market
